From
the Commissioner
Welcome
to the website of the National Commission
for Social Action (NaCSA), Sierra
Leone.
After two years of its existence,
it has become necessary to take a
close look at our perpetual window
to the world to fully report the extent
and depth of our diverse activities.
We continue to express our profound
gratitude to H.E. the President, Alhaji
Dr. Ahmad Tejan Kabba for transforming
us into a social fund with an expanded
mandate in this country's post-war
recovery.
For
the information of those of you visiting
our site for the first time, NaCSA's
mandate is to promote the efficient
and effective implementation of projects
and programmes that ensure post-conflict
sustainable development, leading to
the alleviation of poverty reduction
in the risk of renewed conflict and
improvement in the well-being of Sierra
Leoneans. Towards
this end,NaCSA and its partners have
implemented 1,084 projects in Agriculture,
Education, Health, Governance and
Community Infrastructure, throughout
the country with about 200 currently
on-going.
Additional
projects for implementation up to
the year 2007 have been agreed with
our major funding partners, the World
Bank, African Development Bank, the
Islamic Development Bank and the Government
of Sierra Leone
The
major vehicles for implementing these
projects are the three programme windows:
Community
Driven Programme (CDP), Public Works
Programme (PWP) and Micro-Finance
Programme (MFP), as well as the four
Associated Projects, namely: the Integrated
Rural Development Project (IRDP),
Kono & Kailahun Develoment Fund
(KKDF), the Relief and Resettlement
Programme (R&R) and the Support
to Resettlement and Reintegration
Programme (SRRP). A follow-up
on project for the IRDP, the Rural
Infrastructure Development Project
(RIDP) has already been agreed with
the Islamic Development Bank.
Details
of the activities of these projects
and programmes are available elsewhere
on this website.
As
a social fund since November 2001,
NaCSA continues to be in the forefront
in transforming Sierra Leone into
an achievement-based, equitable open,
transparent and participatory society
where beneficiary communities are
empowered to control their own lives
and future. This involves building
social capital in the communities
we operate, involving building durable
human and technical capacity to ensure
fundamental social transformation
and sustainable community development.
The
election of local councils throughout
the country offers a unique opportunity
for NaCSA to intensify its work within
local structures to deliver services
in a more participatory, quick, efficient
and effective manner. The Commission's
enhanced partnership strategy, especially
involving Government line Ministries,
ensured full coordination and synergy
thereby avoiding duplication and waste.
NaCSA
continues to explore innovative ways
to improve the quality and range of
projects and their implementation
to ensure that beneficiaries derive
maximum benefit from projects.
You
can help us achieve this objective
by reading the reports in this website
and providing feedback for consideration.
We
hope you will find the information
useful. Happy reading,
Kanja I. Sesay
