The
Support to Sierra Leone HIV/AIDS Response
Project (SHARP)
The
Support to Sierra Leone HIV/AIDS Response
Project (SHARP) is a World Bank-funded
programme through the National Aids
Secretariat (NAS) in Sierra Leone.
The National Commission for Social
Action (NaCSA) plays a role in the
Community And Civil Society Initiative
(CCSI) component of this project.
SHARP
is designed to have four major components,
but it is only the 4th component,
which supports Community and Civil
Society Initiatives that NaCSA is
involved with. This component will
support all initiatives undertaken
by the Civil Society Organizations,
groups and associations who would
undertake community based initiatives
related to HIV/AIDS prevention, care
and support for the people living
with HIV/AIDS and their dependents.
Roughly 50 percent of the project
financing will go into this component,
thus the component is most crucial
of the SHARP.
Projects
will be rapidly implemented to urgently
address the needs of HIV/AIDS affected
people. Large-scale proposals over
$25,000 will be put forward to the
National AIDS Secretariat by NaCSA
which will use its own system to review,
appraise, supervise and monitor such
projects. Also, a specific mechanism
will be created for smaller interventions
below $25,000. NaCSA's existing capacity,
with offices throughout the country,
enhances its leadership role in the
struggle against AIDS. Already, NaCSA
has developed a strategic framework
document to ensure its own readiness
to work with the National Aids Council
and National Aids Secretariat.
In this regard, NaCSA has designed
five strategic elements as workable
approaches. These strategic
elements include, internal education
and training within NaCSA on HIV/AIDS
issues, internal organization of NaCSA
to ensure that the right kinds and
levels of skills and capacity are
available in the right times and places,
outreach activities to current NaCSA
partners and other relevant groups
so that initial sub-project proposals
are properly prepared and well targeted,
preparation of sub-project proposals
ready for review by the NAS and the
dissemination of information about
NaCSA's role in SHARP to its partners
and other relevant entities.
