Financial Management

For the past three years all procurement and disbursement have been managed by the international accounting firm of Price Waterhouse Coopers under contract to NaCSA. This arrangement has been extended to 31 December 2003 by which time an internal Finance Directorate will have been established at NaCSA. The Finance Directorate will be headed by a Finance Director recruited internationally through an international accounting and financial management services firm.

Planning, Monitoring and Evaluation (PM&E)

PM&E has overall responsibility for operational-level planning and provides advice on coordination. Its principal task is to monitor programme and project performance, assess the performance of implementing and facilitating partners and provide timely and relevant feedback to NaCSA staff so that continuous improvements can be made in the targeting, impact and sustainability of NaCSA-funded activities.

Information, Education and Communications (IEC)

The IEC Unit provides information to the public through the media and by publishing NaCSA's quarterly newsletter. It helps prepare speeches and power point presentations, provides technical support for audio and video presentations and works with all three NaCSA Programmes to help communicate development messages more effectively. Such messages include, for example: information on HIV/AIDS awareness and behaviour change, the critical role of maintenance in development, basic nutrition and the need for greater gender equity for healthy and developing communities.

Administrative Services

The Executive Secretary heads NaCSA's Administrative Services Unit. The Unit is responsible for overall management efficiency; ensuring communications among NaCSA's 16 offices; the maintenance and repair of vehicles, generators and other equipment; determining equipment and furniture needs, office space allocation, management of support staff (e.g., secretaries, drivers, messengers, security guards) and human resource development and performance appraisal of staff.
